most addons you download like CT mod will be in a Winrar File which u need to extract..so w/e folder u installed WoW into there would be a interface folder and then a addons then u extract them in there most people have it like this

C:\Program Files\World of Warcraft\Interface\Addons

and if it still doesnt work u probably dont have an updated version of it and if u cant find an updated version go to the char select menu click the addons button there and click load out of date button then it will work, gl
