when i try to install something it says i need .net Framework,so i download .NetFrame work 2.0, when i try to install that this "Iexpress setup Error has occured,please report" box comes up.

Although this could be a long shot due to the circumstances covered in the PM I just sent you, you could try to download .NET Framework 3.0 instead of 2.0.
