Im looking for a program that i can use to make beats, like fruityloops(ive tried it but didn't really like it on my first try i might give it another chance though) and ive also tried ACID pro, ACID didn't work for me :(

And also if you can, recommend a site to get free vocals i can use in techno-ish songs i plan to create.

Those are the most easiest and best programs I know.

You can't find anything easier..

I guess you could use Audicity (http://audacity.sourceforge.net/) but that's sort of hard to use if it's your first time trying it out.
