Scania has too many people compared to Bera, despite what everyone says. You'd have to experience both worlds to even input on the fullness. Scania gets full around Noon everyday for me, and Ber ais only full maybe twice a month.

I've played in Bera and I see no difference from Scania except for a few less people but Scania is still not as full as everyone thinks. It's gone down from when 3rd job came out and Scania would be maxed.
