Anyone know how much orbs you need? And where do you exchange the orbs for the dragon mask?

On the last day of the festival (5th) the emperor will give masks every 2 hours to those who have collected 250 orbs

I have 500 and something orbs, do I get 2 masks for 2 of my characters? =P

How do you get orbs?
