Well, first thing you need to do is to open up MS Paint. Then, you need to spend a couple of years practicing. (Maybe more, maybe less, depending on your current artistic abilities.)

Try and learn making Sprites, and if you can affored get Photo Shop or a free program is Gimp. What I do is (since im a good artist) is draw the pics scan and color it in on the comp.
