Are there any free mmorpgs with a lot of instances or dungeons at fairly low levels? Note that I said free.
Although I don't expect anyone to suggest something that I've never played, I guess I could have overlooked a few, somehow.

Possibly Perfect World if you consider the tier dungeons every few levels.
Knight Online has random things where you can randomly be grouped with players to fight mobs in a cool map.

Well, Perfect World annoyed me since CB. I sadly was never fond of it.
Knight Online is a bit too dated for me, and I never enjoyed the combat.

I like Mythos, but I've yet to have anyone party me or guild me or anything, so it's very lonely.

In Holic you can make your own dungeons (that's what I've heard anyway)

Not really, you just click a few buttons and it throws together a shoddy little couple of rooms.
I didn't like Mabinogi very much, too cash shop oriented, and the combat annoyed me. I'd try it, though.

Last time I checked, Corum was filled with mostly high leveled players. Another game in which I never saw a bit of community gameplay. ]:
I love DDO, but I wouldn't pay for it.
And as for Cabal, I didn't like anything about it other than the dancing.
