like some kind of auto-lock for old dead topics so that they cant be rezzed again?

I don't see why there should be though. Sure it's inconvenient, but its not exactly toss the table over annoying when someone goes in and necros a topic right in our face. It would be inconvenient for someone who's necroing a topic for a GOOD reason.
