You could try going to the game website and looking at the forum.
Usually if the forum is still rather lively then the in game community is still rather lively.

I know the EU version is pretty packed.
The NA version is kinda low. You will find quite a bunch of people in the first part of the game like the levels 1-25. And then people quit. Then there is a burst in numbers in the 40-55 range.
Overall the population is stable in EU.
NA needs some work, but definitely not dead. You can always find a raid in the towns.
