You really don't put much effort into your list.
It's 3D. Open World w/ Instances for Dungeons and PvP.
I'm just maintaining it, I'm not looking up info myself. It's a community project.
Nobody thought to add to the list Age of Wulin (EU gPotato) - Age of Wushu (NA SNAIL). 3D openworld action non-target combat.
There are other ones but i can't remember them now. Maybe i'll write em later.
On a sidenote, if it's not mentioned otherwise I'll consider all games F2P. So please state if they are B2P or P2P.
I'll add Age of Wushu.

It is tab target. While it uses a sort of active block system, it's very much tab target. Check any youtube video and you'll see. Just FYI I didn't judge from a YT video, I played the game and quite liked it, but tab target is tab target.

hm. kinda confused as to what this list is about: Why is Guild Wars 2 not on it?
Guild Wars 2 also doesn't look like action combat / non-target.
Basically this list is for games in which those two things apply:
1) You need to aim attacks yourself, you can't lock onto a target, you will only hit if your attack actually connects to the enemy.
2) You can dodge attacks. Like if someone throws a fireball at you, you can dodge sideways and avoid damage (rather than being calculated through hit / evasion stats).

Those points apply to Guild Wars 2. The only thing is that you can target something to have your character automatically aim attacks in that direction. They aren't guaranteed to actually hit, however, and it won't cause you to move into range either. Slow projectiles for instance (fireballs are among these), can be dodged simply by sidestepping, even if the attacker "locked on" with targeting. If you're too far away and press your attack button (like if you're melee, and two sword lengths away), you'll still use your skill, and you'll turn to aim it at your target, but it obviously won't hit, and you'll do no damage. Or if you were in range when you started your attack, but your attack is slow, and your target moves away and you don't follow (most attacks can be used while moving) again, the attack won't hit, and you'll do no damage. (This is actually a big problem for Rangers in PvP. Pets stand still when attacking, so their attacks are frequently dodged by the opposing player just moving.)
On the other hand, you can have no target selected, and if you press the button to, say, swing your sword, if the sword hits something, it'll take damage. If you press the button to throw a fireball, or fire your bow, and the fireball/arrow hits something, it'll take damage, whether you have a target selected or not.
There is no evasion stat. There are two ways an attack can miss. The attacker is afflicted with the "blind" status effect (100% miss chance, wears off after one attack), or the attack doesn't physically connect. Attacks and players and monsters all have hitboxes. Also, to evade attacks that are too quick to be avoided by walking, players can perform dodge rolls, which, in addition to the physical rolling movement, give a few frames of invincibility. This depletes half your endurance (a resource used only for dodge rolls), and endurance recovers over time.

(Also notice how the player here didn't "target" anything until the very end, after the enemy went down. And you might not be able to tell, but the last attack (the one that hit for 9221) almost missed. the guy was at the very edge of the fire cone. it's a delayed attack, notorious for missing, as it doesn't fire until a second after you cast it, and you can't change its direction after you cast it)

because the game lets you play multiple ways
you can just stand there and auto target things (if it's easy enough)
or you can strafe around, dodging attacks, and if you want, even manually aim all your attacks, never targeting anything at all (I did this for an hour earlier today) (not that most action games do this, though. every 3D melee combat action game I've ever played has some kind of targeting assist)
if you do the former, it feels like a tab target game
if you do the latter, it feels like an action game
That's because Guild Wars 2 uses a mechanism known as "Fuzzy Select." Dragon's Prophet does this too. It, in no way, makes it an action game. As I said in the thread Rya linked. Games that really are action include TERA, Vindictus, LaTale.
