Well yes and no. I think if a game is going to market itself as a F2P game, they should atleast make it fair for f2p users.
Some games have that certain restriction to F2P players that it would make the game P2W.

It seems that you're looking for a western f2p game with the features and quality a b2p game, if that's the case then unfortunately you probably won't find one. Yes free players do have restrictions but at the end of the day the companies are still looking to make a profit and all you are playing is a free trial.
As comparison, are you really going to go to the supermarket and say it's restricting that they won't give you another whole dish of free samples after you already ate an entire dish.

There's tons of games you can play for free that are better than WoW. Check out Firefall for now, not sure how your computer holds up but that's a fun one.
No one makes a game just for the heck of its love for gamers. It's all business. They have to make money somehow. Though I love MMOs where they don't restrict f2p players in terms of content. I don't mind if they have a cash shop as long as f2p players can get those items too in-game.
guildwars2 is doing it right - and most mobas
i really enjoy the b2p with cosmetic cash shops.
