Not only does Sailor Moon pass the bechedel test 1000000x over, and portrays a bunch of strong female characters, of diverse personalities, who're capable of solving shit on their own(and saving the world) -
it's also, generally speaking, much more reasonable in it's treatment of the female cast than a majority of more modern U.S TV series that have dedicated slots in their crew for people who can advise them on how to not write offensive stereotypes(which they end up doing anyway apparently).
On a serious note though, I never got how people could look at Sailor Moon with sexual connotations. I mean, the art-style... Sure, it's complete possible to draw the human form in an attractive way(world's first erotica was hand-drawn after all), but surely Sailor Moon isn't an example of that?

Curious idea. I never thought, "wow, those children have bombastic legs".
Anyways, clothing is a valid form of expression, imo. People just react strongly to the unfamiliar and that again is a valid part of it. The question is not what the clothing is, which is completely irrelevant. It's who controlls it and who is empowered by it. In womans clothing in societies which allow the choice, it's definitely woman. I say let the individual be the judge of that and I have a strong opinion about that. The opinion is, that having an opinion about skirts as a guy is just wrong. Woman wear them and if they want too, I am to "deal with it" and that's it.

Their tits aren't busting out of their tops and their skirts aren't flying strategically up and down. The skirts are simply treated with actual movement, and nor do the scenes focus on calculated up-skirt shots. It has zero emphasis on sexualizing these girls.
Granted, there are a few questionable shots, but it is just a casual scene, such as Usagi in the bathtub with cleavage. It's not a fan-service scene to otaku boys. It's just a girl in a bathtub who happens to have boobs, because, you know, girls have boobs.
There's another scene of Usagi and Chibiusa in the bathtub, but it was pretty comical.
Anyway, no little girl saw the show and thought it was sexual. Never crossed my mind, and never crossed my mind as an adult either. But, I don't have a dick.
There's generally a difference between sexy and "inappropriate." The line does differ from person to person.
Sailor Moon had lots of the former. To my knowledge there really wasn't any "fan service" or strong focus on it. No old men with nose bleeds or anything like that.
It definitely sexualized women albeit in a fairly passive way.
I may think differently if each scout wasn't designed to be an early 90's 8-10.
