    Many people who do this begin with an illegal server instead. There is a lower investment required and it teaches you the skills to run a server.

    The bigger cost is most likely with maintaining the MMORPG like paying staff members and servers.

    An MMO thats died out you could probably buy up for a few hundred grand or less. Probably less.
