Nice list I find myself looking at specs first before deciding on a game. But in my recent experience in just going for it, I found that on low settings I can play most games. so just because high specs are listed doesn't mean you can't play at all.

I'm sad because I can't play APB reloaded which I tried and failed miserably.
Check out MUDs, MOOs, MUSHs, MUSEs. They are all older than any of the games you mentioned. Some are older than internet. A mud is a Mutli-User Dungeon, muse is a multiuser simulated environment.They are text based. But other than that they are quite worthwhile if you are willing to check them out. Varied, addictive, they play fast on old machines. And many of them allow you to add to them.
It has been around for nearly 10 years and has MUCH more to do (storyline, quests, crafting, pvp, so much more) than most rpgs on the market today! Don't let the graphics fool you! It is based on OLD SCHOOL rpgs! And has new content added ALL THE TIME! Right now in the past week there have been 5 updates!
I think it is very fun and addictive. I like how it is action-oriented, not just click attack and use a potion now and then. It is mostly keyboard based and it is possible to use a controller as well!

From what I've seen from my own experience with Angels Online, you will need over 2 GB of RAM. Especially if you have an Intel card. (I got it over 1.4 GB of RAM usage once on an Intel GMA 945 Graphics card. It never really went down unless I restarted the client. Even if you restart, it gets above 128 MB of RAM very quickly.)
The recommended specifications for Angels Online I'd push:
* 2 GB of RAM (The game is PAE enabled, so it can use more than 4 GB of RAM if needed.)
* 10 GB of Harddrive space (esp. if you plan to die a lot with the in-game bot. It auto-screenshots when and where you died.) (The download alone is now over 1.5 GB.)
* 2.8 GHz Pentium 4 or better at least, if you go single-core. Netbooks and 1.6 GHz dual-cores won't help at all. Has to be at least 2.1 GHz dual-core. The game can only use up to 2 cores, as it isn't 64-Bit.
* If you go on the Euro server, make sure to have at least a 10~20 Mbps down connection. Even though it's a Euro server, Angels Online's servers are virtual, so all of the servers are on one machine, thus, they have a lot of lag they shouldn't have.
