If you still want to make a terraria server, you should use either hamachi or tunngle (though I think hamachi is more stable) The IP you gave to people was a private IP, it's the IP of your computer, but it ain't accessible from the internet (else we would have been out of adresses long, long ago), only from your lan, you need to pay to get a public IP, so bridges like Hamachi would be your easiest way to set up a server.
