The client produces a ranking of all peers and gives proportional upload to those it can download from.
That means, if you up zero and one guy ups just a fraction more than that, he will get 100% from the upload this client delivers.

I noticed that too.
Just seed around 30-50 kbps. That way your download will stay fast.

i've found uploading at anything above 10kb/s get's you some good speed, anything below that and my download speed drops by about 50%.
took me a while of fiddling to figure that one out, not because i'm a filthy leech but because i needed to keep it low to stop others on my network from timing out.
just fiddle with your upload and see how low you can take it without the download speed dropping.
