Audio annoyance -_-

Ok, so I was watching some anime on a site, like I usually do, except after the last episode of Gantz I watched, my Windows has started making really annoying static noises whenever I open up folders or windows, and when I'm going through my Favorites/Recently typed lists on IE7 and the start menu links, it makes a click noise whenever I hover the cursor over the link. I tried a bunch of things, uninstalling/reinstalling my sound hardware, restarting the computer, changing the sampling rate/bit depth of my sound card. They are not going away, it's freaking pissing me off because I was wanting to do some sound recording later.

Any ideas? Drivers and stuff are all up to date as well.
