It's "Should/Could've.". As in, "Should/Could HAVE".

Also, "I could care less!". It's "I COULDN'T care less.".

"You can't have your cake and eat it.". Yes, yes I can. It's reasonable to want to consume a cake you have.

i.e.,

The true meaning is as follows: A sign that says Free Parking Sunday Only is the exception that proves the rule that you cannot park for free Mon-Sat.
