Also not to mention that we don't let people off the hook just because their victims say its ok. Breaking a law isn't a crime just against a victim, its a crime against society (notice how all the criminal cases are titled People v. Johnson or State v. Johnson)
In several countries, disrepecting the decision made by the victims, would be a crime in itself. The whole law system is a non-ideal method to keep order in a society.

there are also many loopholes which ideally skew the law itself
