Well, first off its the Global Version so everyone except north america and uk can enter.(ijji is the north american/uk host)
Second, it´s hosted by the developer itself meaning bug fixes, patches etc will be faster = the GM´s have a direct link to the programmers (cos they are in the same building^^)

It´s purely quest based.
You will get to the existing Cap just by (really nice/ no kill 200 of *insert random mob* quests) questing.
