I'm looking for a pc that would run games that comes out in the next 2 years on Ultra with no lag. My budget is anywhere from 1k-3k, I have no experience in this can anyone point me in the right direction or recommend me a setup.

Overclocking generally reduces the lifespan of parts. It's pretty safe when done right.
An i5 because i7s have hyperthreading. Games don't like hyperthreading and generally even lower performance. The i7 doesn't give that much extra performance above an i5, so lose a fraction of performance for the 100USD that could be spent to get a lot more performance from a GPU.

As for the monitors idk which to get? The biggest is 27" on Newegg and I'm pretty much confused on which to get, with the respond time and all. The bigger the better, but it doesn't have to be big. Also, is this build upgradable?
If it's not available you can wait or just order the 7970. The 680 is about 20% faster according to benchmarks though.
As for screens, there's only one advise I can give: go to a local store and watch how each monitor displays the colors etc.
The build's upgradeable but by the time it's really due for an upgrade, you'll be better off with a new PC.

For $20 more you're getting a much better case.
The hyper 212 EVO is good but the Noctua is quieter does keep temps cooler especially on max load when ocing and comes with better thermal compound.
If he was strapped for cash I would suggest the Hyper 212 EVO too but he has quite a high budget so I thought he should go for the best when it comes to air cooling.
Ivy Bridge processors are not worth it.
They are only a little faster but they run much hotter when overclocked due to a stupid mistake that they made.
Maybe once they fix that it will run cool but they are not much faster to begin with.
And you don't need a separate cooler for any processor but it's good to buy one to keep the temps down and allow for better overclocking.
