Actually, this would be a case of de-evolution. If their mouth was human like, they would be unable to fully open their mouths and thus be unable to defend themselves or catch food. As for eyebrows, dogs have fur on their brows instead. It is far superior to our eye brows so again, that would be going back. Also, why would they have a bald spot on their forehead? Dogs heavily rely on multiple layers of fur all over their body to protect them from everything.
