He could sue 3 governments actually, and he could do it all with the shittiest lawyer he could possibly find, and win. Canada falsified information about him, the US deported him without sufficient evidence and tricked him into admitting to crimes that he did not do, and Syria tortured him. There are "secret" prisions(recently leaked, so not so secret anymore) around the world owned and ran by the US goverment where they torture people.
