Building a new one
So in need of some opinion since for the longest I am going to build a new desktop since I'm going to take my heavy alienware for other use. Here are some parts I decided to pick. I'm not sure should I change some of it + or - other misc like liquid cooling.
2x EVGA 04G-2983-KR GeForce GTX 980 Superclocked 4GB 256-Bit GDDR5 ACX 2.0 PCI Express 3.0 (combining)
Arctic Silver 5 High-Density Polysynthetic Silver Thermal Compound AS5-3.5G - OEM
G.SKILL Ripjaws 4 series 16GB (4 x 4GB) 288-Pin DDR4 SDRAM DDR4 2800 (PC4-22400) Desktop Memory Model F4-2800C16Q-16GRK
Intel Core i7-5930K Haswell-E 6-Core 3.5GHz LGA 2011-v3 140W Desktop Processor BX80648I75930K
2x SAMSUNG 840 EVO MZ-7TE500BW 2.5" 500GB SATA III TLC Internal Solid State Drive (SSD) (raiding it)
and that's what I have so far gonna try to keep it around 3k.

Can't help but wonder what you plan to do with your pc? This pc is overkill in every posible way. Btw dual channel for ram is better than quad channel. For 16gb, go with 2x8gb.
-
Yea this is overkill, but I was wondering if I kept it as quad it will help with prevent some bottlenecking and lower some of the latency.
might change monitor, motherboard and power supply.

Generally, it's up to 2k USD in actual hardware parts (like anything in the case) before you're getting hit with diminished returns. Still, if you're planning a couple of years of heavy usage, that 'limit' might be higher.
