Well, you don't need PHP and MySQL per-say, there are other languges that you can use.
But, what you do need to know is advanced HTML, CSS, a dynamic page scripting language, and a type of database.
PHP is a common dynamic page scripting language, and MySQL is a common database type.
It's really advanced stuff.
