I don't understand what you mean by "nice, fairly code free way of maiking one" so I'm assuming you want an rpg maker program that's easy-to-use and code-free.
I'd suggest... RPG Maker XP... RPG Maker (series, if you will) is the easiest, no-need-for-codes program I have ever seen. You CAN, however, add more things to it through coding BUT it's the easiest with the easiest layout. Suggested for peoples 8+...
But I highly do not suggest it :/. Not being able to code limits your game... You can make something but it'll be the same as the rest. But if you don't want to code, oh well :/.
