If they would just make schools an AIDS-free zone, we wouldn't have this situation.

Tbh, they are already a supposedly condom free and sex free zone (to care about that and other issues), but as it seems, that was a bad combination of "free zones";
or frankly, the least plausible to imaginably work out at all.
