TL;DR'ers: someone sent a packet of sugar or some stupid shit that said "Anthrax sample" to the San Diego media and some other media outlets, the powder in a bag came along a CD, that had but a single image of Colin Powell burnt onto the disc.

Now I'm confused. The Anthrax powder turned out to be hoax, but what would be the purpose of this? To frame Colin Powell or something?

It said "Anthrax!" on it, but it was just a picture of a clown with a bloody mouth, with the word "Clown!" on it.
