Arrow Torrents Dl Speed Cap? (Computer wiz, please read)

Im currently using a DSL which down at about 1.3mb/s last time i speed checked it. Im thinking of switching to the Elite plan, which is around 6mb/s, but my question is, is it worth it? My current plan is suppose to be 1.5mb/s, but 1.3mb/s to be exact, im guessing if i go with 6mb/s i would only get 5.8mb/s. Does downloading on torrents have CAPS though? Im not talking about the cap that you can set to unlimited in preferences. I'm talking about that one that you can not change manually, Like maybe 4mb/s is the max speed to dl any torrent despite the seeds.

    These are my options. http://www.att.com/gen/general?pid=6431

I find myself downloading alot nowadays, so do you guys think its worth it to go elite?

P.S. I know cable is faster most of the time, but im currently under contract with DSL. So, cable is not an option untill next year September.

As far as I know, At&t does not throttle torrents, so your speed will be the max as long as seeders upload that much.

However, At&t are planning on imposing a bandwidth cap, meaning when you go over the cap, you pay $1 per extra GB. This is starting at reno, but will move to one more market before the end of this year. These caps are extremely low, starting at 20GB at the express level, not to mention there are no unlimited cap plans.

When your contract ends, I'd say to switch to FiOS, if it's in your area.
