I bought a $20 Microsoft webcam, it works great.

Make sure your plugging it into a 2.0 USB port, and check that your not using some crap microsoft drivers. Turning on the backlight might help as well.

How fast is your internet compared to his? Streaming a good definition picture takes a lot of bandwidth.
