Then it tells you to check your global IP by
1.スタート⇒「ファイル名を指定して実行」をクリックします。 - Go to start>run
2.cmdと入力し、確認します。- Enter cmd
3.コマンドプロントが表示されましたら
　その状態で「ipconfig」とご入力いただき
　下部に表示されたIPアドレスをお知らせください - command box will pop up. Type in ipconfig

The latter part pretty much just says 192.168.X.X is local ip. They want your global IP.
