It's not actually stuck at 10%. It's your eyes way of protecting your body from genericness.

Upon launching RoM, your brain sends a chemical called 'Geneterica' to the receptors in the eyes. This takes some time to have an effect, but it's normally they by 10%, it causes progress bars to appear static when they're actually moving.

It's actually a bug. It locks at 10% but keeps going, just give it time.
And if the cloud bursts, thunder in your ear.

You shout and no one seems to hear.

Yeah, just let it patch. After 30 minutes or so (maybe less), it will be done and you can start the game.

If you look at the top right hand corner the patch numbers are changing. Like everyone said give it time.
