Simple as that, is is the most common way of foreplay. Hormones will be raging for at least him. Even tho he might not try to do her, he will still be thinking about it. The best plan to get laid at that young age would have to be waiting. You don't just screw the first or first few times you hang out and cuddle/make out. You get her to trust you, to the point she herself gives signs she wants it. So if he wont be doing it now, he will try later.
