Well I have no idea how far this has gone. But IMO if he is her age let it happen. I know it sucks but it will happen whether you are there or not eventually. The shorts she are wearing are normal for a female at her age up to the age of 30... so get use to it sadly.
Slutting it up doesn't involve cuddiling w/ shorty shorts, it would have to go a bit further.
