Where is Run at? Cause I click window button and all there is is programs and everything else. Don't see run.

click start or if you use vista click the windows button in bottom left corner then run should be right there on the list that pops up.

If you have vista, click the vista start button and the search type in dxdiag and then run it.
Then u can save all your system info which is saved into a txt file which you can copy and paste.

First time for everything I guess.
If your on Vista just click the Window button and type "dxdiag" in the search bar.
If its an older Windows operation system then it should be something called run, usually the second from the bottom option.
DxDiag is basically an info board that give information about your CPU, like RAM, Video Card etc. Usually they ask so they can see f your computer is weak or strong enough to run it so they can choose to send you an invite or not.

You should be going to http://www.onrpg.com/boards/tech-corner/ for these types of questions. since you're talking about an actual computer command. The fact that you need it to apply for a beta test is irrelavent when it comes to wether this should be in Free MMORPG or Tech Cornor.
