Oh man, I just had that idea a few hours ago but a friend said to desist from such thoughts.
As for your questions, no idea but the last I remember hearing about it it was over run with brazilians or something like that.
The main issue was that english speakers = a minority, not sure if it has changed.

Play the fcking game first not just listen and scare everyone away from the game.
The game is good if you throw away the graphics. There a lot of English speakers and even if I met some BR they were speaking English. Graphics update will be pretty late. December or September(or was it for RoM? )

Some honest opinions from when I played it..

Horrid movement speed. Plus your character looks like he's sliding across the ground when you're walking.

Slow combat. It's like taking 3 seconds to hit a mob, and the mob takes 3 seconds to hit you back. No, it's not lag either. I heard they improved this with a certain patch, though I have not gotten back to the game since.

In the Horus server I met only english-speaking people ... because you know it's the ENGLISH server. RA is the spanish and muspell and niflheim are german. The game is pretty good, not at all cash shop dependant. Grahpics are nice and enjoyable, phisics is a bit weak and movement seems too "cloggy". However it ha s a really nice pvp system (a la Daoc). And yes it's a little less slow than before with that patch things but it has always something meh in the animations

I'm talking about the realms not the server.

Horus is the English speaking server.
