I voted for Joymax because they have absolutely horrible bot protection to the point where it pretty much ruins their games.
Run Up I have never played any games related to them and OutSpark I played games on but only for about an hour before becoming very bored, but that's the games themselves and not the company. OGPlanet I really can't see anything wrong with aside from them having a fairly overpriced cash shop.
GPotato would probably be a fairly close second to Joymax for me though for two reasons. First, their cash shop is absolutely ridiculous in both price and inventory. Second, and more importantly, they have a nasty habit of focusing all their attention on their cash cow FlyFF and whatever the 'current' newest game is while pretty much abandoning everything else (Space Cowboy died and had a rather bad host transfer, Corum doesn't seem like it's doing much better, and Rappelz admittedly gets a bone tossed to it from time to time) to the point where I have simply stopped playing anything they host for fear of them giving up on it after a few years.
Also, even if Aeria isn't included, I think IGG should have been on this list. And before anyone mentions it, Game&Game is only a temporary host so it wouldn't make sense to put it here.

Out of that list I would say joymax I find it very sad that they would let their own game go down like that. It's just plan disgusting they really don't deserve the games they have. This may be a Philippine company but nothing sucks harder than Level Up! Games Inc. It has such horrendous service that you can't expect anything profitable from them. You can even pay Game Masters to give you rare and over-upgraded items. Hell you can even bribe them to hack-delete a prominent player or guildmaster. It happens often in Ragnarok Online where more than 90% of the population are bots and that there are more than 20 hack cases a day.
