Any change I allow someone to keep wouldn't be much.
It also depends on the mood I'm in, what they work as etc.
For example, I often let my barber keep the change because he has performed a good service and is generally a nice guy. It's never much, though.
I'd never let a shopkeeper take the change, because there's no need.
