One thing I'd rather wouldn't save any money on, is the PSU.

You would love having parts stop working because they don't get enough power, do you? ._.

I agree you shouldn't be cheap on the PSU, but if it's enough, why pay for more if you don't need to? Also, I've seen many people with a GTX 260 on the Corsair 400W, of course it's pushing their luck sometimes, but the 4650 consumes a lot less than a GTX 260. And many people run a 4670 on a stock PSU from Dell/HP.
