Well i have something that gives me a *** IP adress. which is the only place allowed to play.
But how would i launch the game with an internet proxy?

same way you would launch the game without one, exept just with one set
Tools > Internet Options > Connections > LAN Settings > Check "Use a proxy server..." and input some *** proxy address

What do i put in as the port number?

any proxies you come across will have the port number included~
the setup would be like this:
###.###.###.###: port number
all ip proxies are shown this way...you just gotta put w/e number is after ":"
