This is kind of a silly question. If you were to vocally speak both, they'd sound exactly the same. If you wrote them both down though, they'd have different meanings. I'd never text or write my girlfriend a note saying that I "luv" her. Why would I try and shorthand a word that holds a lot of meaning between the two of us?
most people round here when they type that out, if its to a friend or sjokingly they say luv.

its because they are to god damn lazy to type that one extra letter, it's just like how they would put "u" instead of you.
People are shortening words thinking its cool when in all retrospect it generally makes them look less intelligent.
Some people, no doubt, use it to mean love.
Personally, I know that there's contention between the two words, so I spell it properly. I don't ever have one foot in the door, I either say it or I don't.
