No offense, but that's a really bad build. NEVER, EVER skimp the PSU. That PSU is utter trash. It's $22 for a reason, it's almost like a HP PSU, but with more watts... I'd buy this combo instead:

Also, just reuse the 8600GTS too. This chart(4670(couldn't find 4650) vs 8600GTS) shows that it's pretty close, or at least you won't notice a drop until Crysis level stuff.

AMD stock heatsinks aren't as terrible as the old Intel ones. They actually cool pretty well. Plus, it's a good bang for the buck. Here's an article backing up my statement:

If you look at the charts, you can see that the Athlon II x4 is more or less 80% of a Phenom II x4 at the same speed. It saves ~$96 while still receiving 80% of the performance, not bad if I say so myself.
