So I was wondering... when you find a phone on the ground.. can you take out the sim card on it and the apply your own phone's sim card to use the new phone?

As far as I know, only the simcard can be blocked and not the phone, which is a yes.

if it's sim locked, you can only use a sim card from the service provider the old sim card is from
