Short answer : No.

Long answer : There are many games that are "MMORPG + Sci-Fi + Not room based" but if you mean the same style as FoM (completely player-driven persistant combat/economy based mmo) then no there really isn't. The closest might be a game like darkfall but levels make a huge difference in that game as well as others like asheron's call/ultima online.

You may want to take a look at dawntide though, it's in beta but it looks promising. Same with Xyson (Mortal online as well if your in the EU). Those are fully open world unlike FoM but it's the same persistant/full PvP combat type mmo, you also build cities and it's a lot more interactive in that to get resources you have to actually go get the resources instead of going to certain colonies and using mining/production terminals...not that either one is a bad thing.

Global agenda is somewhat very close however it's not quite the same and the game is not balanced as far as agencies/alliances (then again neither was FoM lol) it is a lot more fair in that it's 10vs10 (more soon) and there is a LOT of variety in what you can do in the game with your character. It's like if you mixed FoM with TF2, so check it out if that interests you.
