Anyways, a long shot here, you could try to reinstall .net framework. I believe I had some issues with windows that were resolved after reinstalling it.
Edit: messed up. It's Windows Installer you need to download, though I can't find one for windows 7. Give me a minute or two and hope I'll find a link.
Edit2: Windows Installer 5.0 isn't out for separate download yet, as it is an integral part of windows, so this way won't work. Sorry Hatashi. Perhaps try Windows Update?
