It's more a matter of your personal preference towards gaming which would determine which game is better. Not every game is designed with every gamer in mind (although from a marketing standpoint they try).
Vindictus is newer and offers unique features, boasting action built on awesome physics
LOTRO is a veteran in the MMO market, with obviously a heavily in-depth IP storyline. It's a great PvE experience. It'll also be getting revamps as it goes into PvP and offer DX 11 compat.
If you were asking Vindictus or Divine Souls its a bit easier

nice to read the news wrong. Lotro is not free. It's an extended, timeless trial, but after lv 20 you have to start paying for content, either by subscribing or buying individual zone quests in the store.
