LoTRO was never dead...You were probably just in a unpopulated server. Never played the EU version though.
But to answer your question though..now that it is F2P there is a huge population boost. There are even some queue lines to get into a couple of the servers. Most OnRPG members are on Silverlode though, which doesn't have a queue at the moment, but beginner areas are still pretty packed.
