That sounds like the premise of a lot of anime. First thing that comes to mind is birdy the mighty but I don't think that's what you're thinking of. Maybe a few more clues would be helpful.

Well it's a G rated Anime, It's OP and ED were kinda chibi ish or some shit, There was an inspector guy or director guy, and the main guy gets embarassed easily like when he sees her panties for the first time.

I dont think dears was G rated, but the description sounds like too many animes.

Found it thanks to someone on MAL, Anime name is Narue no Sekai or World of Narue in English. Glad that I found it so I can finally finish it. Kinda bland for most people but I really like the dub for it.
