Elder Scrolls IV: Oblivion Mod Help

Well, lately my life has been consumed by the social life worm hole that is The Elder Scrolls IV: Oblivion. So, I've done a lot, it's been great, and naturally, I want to install mods now. So, the first one I try is Rens Beauty pack, which adds the Mystic Elf character. I download it, and WinRAR pops up showing the file. This is great and all but, what next? Can someone give me a step-by-step guide to getting Mods from my PC, and into Oblivion? Thanks in advance,
