Check if you have any flash, java, windows updates, ect. Install them and restart.
When my IE9 is acting up, that usually fixes it.
Try disabling the add-ons loaded on your browser that you don't use. IE9 has an add-on manager.
(I know I'm probably the only one loyal to IE.)
